In June 1967, James deployed to Ubon Royal Thai Air Force Base, Thailand, where he was named vice commander of the 8th Tactical Fighter Wing. The unit was under the command of then-Col. Robin Olds.

The mission of the 23rd Wing is to organize, train and employ combat-ready Fairchild Republic A-10 Thunderbolt II, HC-130 J and HH-60 W, as well as pararescuemen and force protection assets. It consists of approximately 5,000 military and civilian personnel, including a geographically separated unit (GSU) at Avon Park Air Force Range, Florida.

In June 1965, with the increase of U.S. military assistance to South Vietnam, the 31 st Tactical Fighter Wing, to which 440 belonged, began rotating its four squadrons through 90-day temporary duty assignments at Biên Hòa Air Base in South Vietnam. 440 arrived with the first squadron, but was destined to remain in the country for many more years.
