Bring up the Bridge Building Menu by pressing (b -> g). Pressing (w, a, d, or x) changes the direction a bridge raises. (w) - Build a 3x3 North Raising Bridge. (a) - Build a 4x2 West Raising Bridge. Just build it, I dunno? Use the fact that the game has multiple z-levels. You can build a few walls for support on one side, then make stairs and build a floor about the river.
